Section 1 – Details
Job Title: Junior Professional Officer Analyst (gn) Research
Department: 5/OCE/Strategy & Policy
Team: Office of the Chief Economist (OCE)
Reporting to: Associate Director DCF, Head of Pillar Bilateral Donors and SSF
Location: Headquarter, London
Duration of assignment: 2 years with possibility of extension for another year. The extension of appointment is subject to yearly review concerning priorities, availability of funds, and satisfactory performance
Please note that for participants of the JPO-Programme two years work experience are mandatory! Relevant work experience can be counted. In order to assess the eligibility of the candidates, we review the relevant experience acquired after obtaining the first university degree (usually bachelor’s degree)
Section 2 – Background
OCE consists of a team of approximately 15 economists, analysts and assistants. It contributes to the operational, policy and strategy work of the Bank by providing intellectual leadership on economic and financial aspects of transition in the region. OCE is responsible for research on critical economic issues relevant to the transition region and EBRD operations, macroeconomic analysis in support of country work, and relations with academia. It also leads the design and implementation of large-scale surveys (such as the Enterprise Surveys, Banking Environment and Performance Surveys and Life in Transition surveys);
randomised impact studies; and the production of most major external publications produced by the OCE, including the annual Transition Report.
Aufgaben
Section 3 – Purpose of Job
The Analyst, Research (“the Analyst”) reports to the Director, Research or the Director, Transition Impact & Global Economics. The Analyst provides research assistance to OCE economists by preparing and analysing large data sets using a variety of econometric techniques; and summarising and reporting on key research findings. The Analyst also contributes to the preparation, running and analysis of the core surveys conducted by OCE either independently or under the supervision of OCE economists. He or she also is involved in the preparation of the EBRD’s annual flagship publication, the Transition Report, and is
involved in ad hoc policy briefings on a variety of topics such as the green economy and climate change; AI and digitalisation; and gender equality and social inclusion. The Analyst may also be involved in OCE’s macroeconomic forecasting and analysis, as reported on in the Regional Economic Prospects.
Section 4 – Facts / Scale
- The Analyst works under the general direction of the Director of Research or Director of Transition Impact Global Economics;
- The Analyst works on multiple projects individually or as part of teams that typically consist of 1-2 economists and analysts;
- The Analysts contributes to the analysis and write up of economic briefings to EBRD senior management on a wide variety of economic topics pertinent to the strategy of the Bank;
- The Analyst manages large databases and statistical models used for analysing data;
- The Analyst provides economists with technical support;
- The Analyst develops, in cooperation with other economists and Directors, survey instruments and empirical research designs;
- The Analyst has no formal reports.
Anforderungen
Section 5 – Accountabilities & Responsibilities
- Manage and analyse on a day-to-day basis large-scale data sets in OCE;
- Assist with the analysis of data for several long-term research projects as well as OCE publications such as the annual Transition Report;
- Based on the above, contribute to the generation of key OCE products, including sections in the Transition Report, working papers, and journal publications;
- Assist with developing new or updated survey instruments (questionnaires);
- Assist with organisational tasks, such as managing selection of consultants implementing field work, including for randomised controlled trials;
- Performing ad hoc assignments, including presentations and briefing notes on specific topics.
Section 6 – Knowledge, Skills, Experience & Qualifications
Qualifications
- Master’s degree in economics or a related field.
Experience
- Prior experience of working in a policy institution is a plus.
- Experience in managing large micro datasets.
Knowledge Expertise
- Strong analytical and quantitative skills, including a strong knowledge of Excel and Stata and/or R.
- Excellent written and oral communication skills in English.
- Good interpersonal skills.
- Familiarity with the EBRD region of operations and work or study experience in the region is helpful.
- Knowledge of one or more languages of the region is an advantage.
